I tried to install bugzilla on Windows. I proceeded with the instruction for 
Installing Bugzilla on Microsoft Windows , given on the page : 
http://www.bugzilla.org/docs/win32install.html. AS I tried to login in the 
server with the password anonymous I got the following error : 

CVS [login aborted]: connect to cvs-mirror.mozilla.org:2401 failed: A connection
 attempt failed because the connected party did not properly respond after a per
iod of time, or established connection failed because connected host has failed
to respond.

How should I proceed ?

That seems to be a firewall issue in your network -- please make sure that your
network allows CVS connections to cvs-mirror.mozilla.org from where you are.
