When I drag a URL from the location bar to the desktop, the drag completes, but
then the outline snaps back to the location bar as if it has failed. It does
this multiple times for one drag, and from apparently random directions -- ie,
two down into the location bar, one up into it and three from the right.

(I also infrequently simply crash when doing it, but am trying to find firm
steps to reproduce before making that a separate bug)

Reproducible: Always

Steps to Reproduce:
1. Drag URL from location bar to desktop


Actual Results:  
Multiple drag outlines "returned" to the location bar, from various directions.

Expected Results:  
No feedback beyond the creation of the icon on the desktop.
This extra feedback is a side effect of the main bug in bug 223315.
