When using the theme Saferfox Xpanded 2.3.1 and visiting the page with the
following code the browser keeps refreshing in a loop.

Change the theme and the browser does not refresh indefinitely. Looks like the
problem is with the frameset attribute "name=primary". If the name is changed to
something else then the refreshing does not go into a loop.

Steps to Reproduce:
1.Install the Saferfox Xpanded 2.3.1 theme.
2. Save the following html in a .html file using a notepad or some other editor.

3.Open the file with the browser after applying the Saferfox Xpanded 2.3.1 theme.

Actual Results:  
The browser keeps refreshing the page indefinitely.

Expected Results:  
The page should be displayed without getting refreshed again and again.

If you change the name from "primary" to something else in the following line,
then the problem does not happen.

<frame src="./temp.html" name="primary">
sounds like a theme problem that should be reported to theme author, not to
bugzilla. If this is correct, please resolve this bug as invalid.
