When switching text entry fields, there's a delay before the cursor starts
blinking. This is annoying and often confusing. E.g. when pressing [Tab]
multiple times, one needs to hold off typing until the blinking cursor appears,
so that you can really see if the targeted text entry field has the focus.

Reproducible: Always

Steps to Reproduce:
This happens using each of the following methods:

  . Clicking in the text entry field with the mouse.
  . Pressing either [Tab] or [Shift]+[Tab].
  . Pressing [Alt] plus the accelerator key.

It looks like this happens in all of Mozilla's components. Here are already 2
examples:

  . the "Edit Card" dialog of the Address Book
  . the "Properties" dialog of the Bookmark Manager
Actual Results:  
The cursor is initially invisible ("white") when the focus changes.

Expected Results:  
The cursor should be immediately visible ("black") when the focus changes.
