application does not start at all, just the wait cursor spinning forever

I'm running on an iPAQ hx4700. When I start the (precompiled) winEmbed.exe 
program the application never starts. The standard PocketPC wait 
cursor/display is shown and it stays that way forever (well, at least 5 mins, 
which is as long as I've waited). To recover I have to soft-reset my PocketPC.

Reproducible: Always

Steps to Reproduce:
1. click on winEmbed.exe progrom
2. wait

Actual Results:  
The wait display is shown.

Expected Results:  
The app should start.
Just want to add that the same happened on my Dell Axim x50v (2003SE firmware
A02). I tried running it from both my SD card and the Build In Storage - same
effect.
Likewise with my iPAQ hx4700.  FYI, I'm running the program from a Secure
Digital card instead of main memory.  Is there an install folder hard-coded
somewhere?

.002 ran fine.  .003 gives me the forever wait cursor.  It doesn't completely
hang the machine, alarms still trigger.
I am trying to install this on a new XV6600 from Verizon wireless, which is
their version of the PDA II manufactured by HTC Corp. of Taiwan.
