1. Info bar should be made accessible with the keyboard. I should either be able
to TAB to it or there should be a keyboard shortcut. On IE6, the info bar is in
the next TAB sequence from the address bar and can also be accessed with the
ALT+N shortcut key.

2. The button on the info bar, when a new plugin is encountered, cannot be
activated with the keyboard. I can TAB over to it (starting the tab sequence
from the address bar) and give it focus (it has a dotted border), but I cannot
activate it by pressing SPACEBAR or ENTER.

Reproducible: Always

Steps to Reproduce:
For plugins:
1. Visit page with plugin. (see attachment)
2. Press TAB until plugin button is focused on.
3. Press SPACE BAR or ENTER.
4. See the button go down and up.
Actual Results:  
Button does nothing.

Expected Results:  
Button should do something.
