Default encoding is Unicode UTF-8

Reproducible: Always

Steps to Reproduce:
1.acess http://gentoo-wiki.com/index.php?title=Lista_de_Kernel_PT_BR&action=edit
2.You´ll see wrong encoding
3.select view->encoding->Ocidental(windows-1252)
4.click on Preview button
5.You´ll see wrong encoding
6.select view->encoding->Ocidental(windows-1252)
7.Confirm with ´OK´
8.encoding is properly displayed

9. Repeat steps 1 to 7 except step #2 (i.e. don´t select windows-1252 at step#2)
and encoding will NOT be properly displayed.
Actual Results:  
Proper enconding depends on step #2

Expected Results:  
It should only depend on step #6
This bug is invalid. The page is sent as utf-8 (a universal character encoding).
Randomly inserting text that is of a different character encoding (Windows-1252)
is something that is undetectable.

I have changed the Lista_de_Kernel_PT_BR page to UTF-8.
