On a Windows2000 PC (possibly XP as well), when I select "Hide keyboard 
navigation indicators until I use the Alt key" under Control Panel > Display 
Properties > Effects, Firefox will continue to display menu items with the 
underlined characters.

Reproducible: Always

Steps to Reproduce:
1. Open Control Panel
2. Select Display
3. Click Effects tab
4. Click to check the "Hide keyboard navigation indicators until I use the Alt 
key" box
5. Click OK or Apply.
Actual Results:  
All apps except Firefox now will hide thier underlines in the menus.

Expected Results:  
Firefox should also hide the underlines until Alt key is pressed.
