There seem to be MOZ_PHOENIX ifdefs in the XRE code (in
nsNativeAppSupportWin/OS2). This should probably block using a single XRE for
Firefox and Thunderbird (do we have a tracker bug on that?)

It turns out that this code is deadwood anyway, because mSupportingDDEExec is
never true. Let's just remove it (yay!).

Fixed on trunk for 1.9a1. There are other MOZ_PHOENIX ifdefs in toolkit/mozapps,
but I'll deal with them separately.
