If you setup Firefox to open links from other applications in a new window, and
then clikc on a link from another program, then it will first bring the last
Firefox window to the forefront before opening the new window.

Reproducible: Always

Steps to Reproduce:
Assuming Firefox is your defualt browser...
1. Setup Firefox to open links from other applications in a new window.
2. Open a few pages in Firefox.
2. Click on a link in another program.
Actual Results:  
The last Firefox window (the last one in the taskbar) will be brought to the
front, and then the new window is opened.

Expected Results:  
The last Firefox window should remain where it's at and the new window should open.

This could be a minor inconvenience if you have a lot of windows open as it may
confuse the window order you have in your mind.  If, after opening the new
window, you want to go back to the original program that you were using, instead
of just closing the opened Firefox window, you have to close one window and
minimize the other, or search for the original program on the taskbar.
