1. Browsing a web page.
2. Decide to follow link, href being either on the same site or a new site
3. Browser seems to spend time loading new page (the progress bar updates as
normal)
4a. The browser title is correctly updated to the title of the new page
4b. The tab title is correctly updated to the title of the new page
5. The new page is NOT displayed.

If the new page is loaded into the same tab, THEN:
The contents of the old page remain in view.

If the new page is loaded into a new tab in the background THEN:
  1. Finish reading current page
  2. Click the new tab to move to new page
  3. The new page is NOT displayed, current page stays in view but tab has shifted.

It would appear that the tab in which the new page loads has no associated canvas.

Reproducible: Always

Steps to Reproduce:
Use tabbed browsing for 10 to 15 minutes on www.webmasterworld.com Active Post
list, sometimes opening pages in the same tab; sometimes in a new tab in the
background.
This behavior existed in 1.0.
