286171 - need to switch to "despot" user instead of "root" user

With the "root" MySQL account being further locked down recently, despot needs
to access the database as the "despot" user.

yeesh.	Can we use DBI yet? ;)	I'm surprised we don't get "deprecated"
warnings in the log when trying to use this stuff.

Thanks Dave.  Yeesh is right.  But I think our energy is better spent replacing
despot than improving it.
