Site instructs user to mouse over clock icon for last modified date on gas price
listings.  Tooltip is specified with alt rather than title attribute.

Reproducible: Always

Steps to Reproduce:
1. Visit web site.
2. Mouse over clock icon for a listing

Actual Results:  
Can't tell when it was updated since they used 'alt' which standards-compliant
browsers don't turn into a tooltip.

Expected Results:  
Site author should have used 'title' tag, making tooltip visible in all browsers
as intended.
