Details

If you open prefs and select a pane other than General (e.g. downloads), that selection is remembered between launches. This is not standard Mac OS X behavior. Between launches pref pane selection should reset back to General.
Well, at least Safari and Mail work the same way as Firefox and do remember the last selected preferences pane (just tested on MacOS X 10.3.8).
you're right - I thought that wasn't the case based on what I remember from bringing Camino prefs into AHIG compliance... my bad
