When i define my auto proxy configurations script no startup page works. The
problem is, that the browser first do a lookup of the host and just second
download the configuration script. that is why the startup page don't load. the
problem only occurs if the disc caching ist disabled and cache is deleted. The
startup page works well if it is in cache.

Reproducible: Always

Steps to Reproduce:
1. set proxy-configuration script
2. set startup page
3. set hd-cacheing to 0
4. delete the cache
5. start the browser
Actual Results:  
the startup page isn't shown. an error message occur, that he can't resolv the
host x.y.

Expected Results:  
the browser should download the proxy configuration script and download the
start page with these information.
