I start up and get the online/offline question.  Great.  I've got several mail 
accounts and they are configured to automatically download messages every 10 
minutes.  Also great.  Trouble is, they should only do this if working online 
(duh) but they always try even when working offline.  Pretty much of a hassle 
having to dismiss all the pop-up dialogs.

BTW, GREAT EMAIL CLIENT !!!!!!

Steps to Reproduce:
1.  Start in offline mode
2.  Have at least one account configured for auto download 
3.  Wait

Actual Results:  
Popups stating that the various servers could not be connected to. (No 
surprise, I'm working -- or trying to work -- offline.)

Expected Results:  
No popups.  No attempt to connect to servers when working in offline mode.
I have a friend who's seen this before with Firefox as well. He says it just
connects even when he's offline. And this with network.autodial-helper.enabled
set to false. I can see if he's running Win2k3 to see if we can narrow down the
problem to that OS.

This was reported against Ubuntu 8.04 and Ubuntu 8.10, including on Thunderbird 2.0.0.19, at https://launchpad.net/bugs/280987 on 9 October 2008.
It seems I can't edit bug statuses.  Based on the report against Thunderbird 2.0.0.19, could someone who can edit statuses please reopen this bug?

Ok, no problem.

I am currently using Ubuntu 8.10 amd64 and just did a quick test: I tested the on-line and off-line mode with the internet either on or off. Results:

with thunderbird already opened:

Internet on and on-line mode: default, works as expected
Internet on and off-line mode: hasn't requested the master password
Internet off and off-line mode: hasn't requested the master password
Internet off and on-line mode: hasn't requested the master password

opening thunderbird without internet connection: keeps asking the master password to check the pop e-mail server. That is ok, once it is supposed to be working in on-line mode

now setting off-line mode: keeps asking the master password. Here! It shouldn't ask anything once it is supposed to be working in off-line mode
I am still getting asked for a password when working offline. And not just master password. Thank you

Bug is still reproducible in Thunderbird 21.0.

It's quite annoying: Why has Thunderbird to establish any connections in offline mode?
