The following patch allow to notify any bug change to a fixed adress, such as a
mailing list for instance.

There are already two bugs about that. First, bug 38922 wants this feature on a
per product/component basis, for a better scalability. And bug 277370 requests
this feature for *all* bugs, independently of the product.

I know you have submitted a patch and I appreciate it. But please first check if
bug 38922 is what you are looking for. If not, please resubmit your patch in bug
277370 and ask for review again from there. This way, we keep only one bug open
for all requests about this feature.
