It is not obvious that edit "parameters" is in fact the place for admin
settings. Call it something like "Bugzilla Administration". A user that does not
know how the system is written will not get parameters.

Summary: rename Parameters → "Parameters" is not clearly "Administrative Bugzilla Server Settings"
Suggest WONTFIX, or at least a different name.

When I see "Bugzilla Administration" I assume that one needs to be an
administrator to access it, when only editparams group membership is required. 
Also, this is not the only location of "Administrative Bugzilla Server
Settings", since there are a number of admin. settings in localconfig.
I actually agree with the reporter. We don't have to use "Bugzilla
Administrative Settings," it's just part of the explanation of the bug.

Well, I think it would be ok to assume that 98% of the people who have rights to
get into the editparams are the "administrators" for bugzilla. Also, the number
of options in editparams is about 10X larger than localconfig (local config
seems to be shrinking). At the expense of being wrong about this 2% of the time,
it may be a good trade off for the majority of the installs where edit
parameters == administrator. Along the same line.

Would all be better than edit parameters, please don't get hung up on my
"Bugzilla Admin" suggested label.
"Site Configuration" seems the clearest.
