Very odd bug. I don't know what exactly is causing it but one way to reproduce
it is to resize my attached testcase window such that there are 3 pictures per
row, 2 pictures per row, or 1 picture per row. Then the page keeps jittering up
and down.

Sigh, it also seems to be related to a collapsed bookmarks toolbar items such
that the little chevron appears and only when the bookmarks toolbar items is on
the menu as opposed to the bookmarks toolbar.
