Details

DiffDate reformats dates, which is exactly the kind of thing ideally implemented
as a template filter or plugin.  Now that we're passing raw time values to bug
list templates, we should switch to passing *only* the raw time values to the
templates and make DiffDate a filter/plugin that the version of the bug list
(and other templates that need this functionality) can use to reformat the date.
We already have FILTER time which does exactly that.
