Reporter of a bug is able to change the status of that bug from new to 
confirmed,evenif he is not having no such rights to edit bug...

That's on purpose.  The reporter is able to edit their own bugs in the default
install.  If you don't like that, you can edit the rules about who can change
what on the form to remove the reporter exception (see the Customizing section
of the documentation).
