With Nightly builds dated after Feb 22, when I do Tools Options it does not come up.

Tools options with earlier versions will let you set the options.
With the latest version, it comes up with a little box at the top with

General Privacy Content Tabs Downloads Advanced.

Just those words no buttons or tabs. 

If the screen is larger than 800x600, you can also see OK and Cancel buttons
in the lower right hand side (with 800 x 600 it is off the screen).

You can press Enter or click ok if you can see it to continue.

Going back to the 22nd version that I have, it works fine, or going to the
released version, but the nighly builds still show the same problem. Even tried
completely removing Firefox, and same results.

Get what should be the tab buttons at top, and OK/Cancel, but no window to update
any of the options.

Expected Results:  
To have the Options screen show up with all the options.

I've download a number of nightly builds to see if it has been fixed, but still
get the same results.

I haven't had a usable Preferences window for quite some time either. Bits and
pieces of the window are drawn, then I'm left with the category labels, the
close button, and the right border. After hitting close, a few more pieces of
the window are drawn before it goes away. I assumed it was because the prefs
window was being redesigned, but a new profile does fix it. (Although some
necessary scrollbars aren't there.)
Okay, I've done a bit more testing. The preferences window appears and is
functional using the default theme. I use Qute, which is why creating a new
profile gave me a usable prefs window -- the new profile used the default theme.

Going back to my old profile, I tested all four themes I have installed. Only
the default theme gave me a workable window -- Qute, Doodle, and Doodle Plastik
give me unusable windows.

So it looks like the problem is, when the prefs window can't find the icons it
needs, it does not degrade gracefully.
Such is life with trunk builds.  The structure of the Preferences window was
overhauled, so the theme authors will need to accommodate the new window.

Since the Firefox Default theme works, this is most likely INVALID.

Wait for themes to be updated for the new options dialog.
