Attachment: add localizations, change German template link, change @syndicomm.com contact address, for 2.18/2.20

for 2.22 and tip are +2 lines before these lines.

2.16 docs still had the old lie about "The Bugzilla Guide is currently only available in English.", even if we have http://www.traduc.org/docs/guides/lecture/bugzilla/Bugzilla-Guide.txt specifically for 2.16.

However nit-picking *every* URL and commiting it only in the branches where it applies is a headache. So we simply link to all of them (including 2.16, which had no list until this commit), and give the warning of potential version mismatch. Probably a 2.22 Korean guide will be more useful for a 2.20 Korean user, compared to a 2.20 English guide.

Nitpicking URLs and commiting them to specific branches only will not work also due to the fact that some projects overwrite the guide with the new translated version, at the same URL location.
