Under Windows XP Firefox toolbar and menu bar doesn't display correctly. You see
only text, no icons and all the browser section is white. No images and nothing.
Only text.  

Reproducible: Always

Steps to Reproduce:
1.Upgrade Windows 98 to windows XP
2.Download Mozilla Firefox
3.Open it

Actual Results:  
display all the window white with text at the place of icons and buttons.

Expected Results:  
Visualize correctly with icons and themes.
This, I think, not a general bug with WinXP (my system is fine).  I can't test
the upgrade, but could this be related to specific hardware.  I know in the past
some graphics card driver settings have caused odd things to happen with Mozilla.
