I've been seeing this for a long time, probably as long as I've been running
1.8 alphas and betas, and could never capture it until today (with a new 
version of SnagIt).  

In Seamonkey's plain text email composer, in all versions of 1.8alpha and
in 1.8b, when I position the mouse pointer over the send button, a tooltip
pops up that is quite wide, but is only a few pixels high, so no text in 
the tooltip is legible.  Frequently repeatable.  

I will attach a small gif file showing this.

Which theme are you using?  Which build, precisely, are you reporting this 
against?

As I wrote above, I have seen this with numerous alpha builds, and with 1.8b.  
I send a LOT of email with mozilla, and I see this broken tooltip frequently.  
I have mozilla installed on numerous machines and I've seen it on every one 
of them.  Some run 1.8aX, some run 1.8b.  I use the classic theme on them all.

The problem does not occur every time I use the email composer, but I would 
not describe it as intermittent.  Once the email client gets into the state 
where this tool tip appears as shown in the image, it stays that way until 
restarted.  Restarting the browser often fixes it, for a little while.

sorry for the spam.  making bugzilla reflect reality as I'm not working on these bugs.  filter on FOOBARCHEESE to remove these in bulk.

I'd think not common mailnews code or we'd be seeing more reports.
