If user choses not to accept cookies, then many sites won't work - including,
for example, Yahoo mail.

Because of that, Firefox should display warning message to user, which should
also include option "don't show me this again".

Most sane sites that rely on cookies will just say "you need to enable cookies"
to get this working.
