I installed Yahoo Companion toolbar under one user, but it did not show up when
logged in as another user.

Reproducible: Always

Steps to Reproduce:
1. Login as user-A
2. Download and install toolbar from http://toolbar.yahoo.com/firefox
3. Close the browser and reopen, the toolbar is there.
4. Login as user-B
5. Run the browser, the toolbar is missing



Expected Results:  
The installs should be global
You probably mean the opposite from your title :-)
