Reproducible: Always

Steps to Reproduce:

3.click on New Folder... icon
4.Enter the name in Name text of Properties for "New Folder" window.
 (e.g. Tester)
5.Click on ok button

Actual Results:
it create the two folders of same name

It should give the message "cannot create folder when that folder already exists"
This is by design and will not be changed. There are no compelling reasons to

That won't fix much, and it'll deny a useful pattern.

Say I have two sets of bookmarks, one for Toolkit and one for Firefox. Why
shouldn't I be allowed to have the following structure?

Firefox
- Bonsai Queries
- Bugzilla Queries
Toolkit
- Bonsai Queries
- Bugzilla Queries

In any case, its not up for debate. We removed the unique requirements for
bookmarks and folders, and we're not going to break this in a post 1.0 world
without a massive reason. Yours simply is nowhere near justification for
breaking existing clients by making a significant change.

This isn't a democracy, just because Bugzilla allows you to reopen it doesn't
mean you have say in whether this is a WONTFIX or not.
