install doesn't finish when user is loged on to windows and installation is "run as" administrator

I had TB 1.0 installed. Was logged in as normal user (no admin rights). Tried to
install TB 1.0.2 using "run as" computer administrator. After install seemd to
be complete I was unable to run TB 1.0.2 as a normal user.
When I logged on to windows as administrator after the procedure above the
import/create account wizzard was shown. I canceled it, logged out and then
logged on again as user and was able to run TB 1.0.2

Just installed 1.0.7 the same way and it worked. Resolution could be set to
invalid I guess
