Per comments in bug 285520, we have two separate form managers -- one for Firefox, and one for SeaMonkey. Given that, the bugzilla component for the SeaMonkey one (which is currently in the Core product) should move to the Mozilla Application Suite product.
IIUC, Camino also uses the Core Form Manager component for form filling, so it is a Core component rather than a product-specific one like Fx. (bug 292698 comment 3 and 4)

The Form Manager code lives in /extensions/wallet/. In configure.in, that is specified as an default extension for Suite and Mail. And indeed, Thunderbird doesn't build /toolkit/components/passwordmgr. Bug 239131 is about converting Thunderbird to that.

Wallet is no longer in use by Seamonkey or Thunderbird (bug 473827). And I don't know what happened to Core:Form Manager, but it's not there anymore.
