Part-task of bug 287262 - In the installer, we need to ship all the l10n-customizable files from en-US.xpi instead of browser.xpi... this will allow easier final release builds, and may allow much smaller CD releases of Firefox.

I'm wrong... searchplugins are already shipped with the locale xpi. This may be WORKSFORME unless I find something else that needs fixing. http://lxr.mozilla.org/mozilla/source/browser/installer/unix/packages-static#20
