The problem is about the pages with flash banners.For example when you roll over
with the mouse on the banner, the banner enlarges ,covers larger area and you
could not click the links under this area even the banner becomes small again

An example site for this problem is http://www.milliyet.com.tr which is a
national Turkis Newspaper.Usually the banner on the top is that kind of.

Reproducible: Always

Steps to Reproduce:
1.Move the mouse on to the flash banner
2.Flash banner enlarges
3.Links under the flash banner becomes unclickable altough the banner becomes
small again

Actual Results:  
Links become unclickable

Expected Results:  
Links become unclickable
This may be a duplicate of Bug 253051, which describes a similar problem of not
being able to click on links when a Flash banner expands.

The details of this issue is as follows: In IE, transparent areas of Flash can be clicked through (as long as there's no shim, which there is in the above link) Notice the transparent areas around where the whirlwind is. In IE6 and IE5.5, transparent areas in Flash can be clicked-through. In IE7, a shim is never necessary, so people will probably be a lot more likely to take advantage of the click-through feature in Flash that Firefox doesn't support.

another example;

www.trgamer.com  the sprite banner cause a problem, this flash banner blocks the links, u cant click the links under the flash banner but it doesnt make any problem on internet explorer. :))
