The following components of the main page of this site fail to be rendered in
their proper positions:

- Four image links (they show up at the bottom left in the IE-rendered page)
- Two text snippets that should show up at the bottom right (one inside the
"Ultimas Noticias" box, the other one just above it
- Three image links at the top right ("Mapa do Site" - Site Map; "Ajuda" - Help;
"Fale Conosco" - Contact Us)

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.stf.gov.br/
Actual Results:  
The site showed as the "Rendered Under Firefox" attachment.

Expected Results:  
The site should show as the "Rendered Under IE" attachment.

The problem also shows up in Mozilla 1.7.x, and also both in Windows and Linux.
The screenshots were taken under FF 1.0.1 on Windows 98, but the exact same
thing happens under Linux and under Moz 1.7.x.

Forgot to mention: the text in the "Ultimas Noticias" (Latest News) box is
supposed to smooth-scroll up.

Firefox does not support layers. They need to update their site to use cross
browser techniques based on the W3C Standards. If they need help, send them my
email.
