When I first load the browser on people's machines, I usually install a LOT of
extensions at once.  This forces me to restart the browser.  Even on fast (3.4
GHz) machines, the browser could take up to 30 seconds to start!  Plus, normal
users (aka Joe/Jane Shmoes) would probably like to know (have some sort of
visual indication) what their browser is doing (instead of just waiting for it
to load).

Steps to Reproduce:
This is a slight variation on Bug 198605 "-splash" parameter is no longer
honored (splash screen does not appear) which is wontfixed
Yeah, I figured that a splash screen for normal loading would get annoying (now
I know why they took it out of IE6 from IE4 & 5).
