When you launch a url from a seperate application as IRC chat, it will launch up
firefox and work correctly if there are no browsers currently open. If there is
a download manager currently open and firefox is closed then it will try to
bring up the url in the download manager. This creates a problem, since the
download manager doesn't display the information. See if you can fix this and
figure out what I am talking about. If you need more explaination let me know.

Steps to Reproduce:
1. Open firefox
2. download a program
3. close the browser, leave the download manager up
4. launch a url in firefox from a seperate app, as IRC
Actual Results:  
the website wont be displayed, it will try to be run in download manager

Expected Results:  
open a new web browser to display material

normal theme, happens on every compute
