If the Download Manager window is open a new browser window will not open using
the Apple-N key commands. If you close the DL window, all is fine.

Also as reported earlier DL prefeneces are not functioning. I have the window
set to open when in use and close right after. This is not happening.

Reproducible: Always

Steps to Reproduce:
1. Open Download window
2. Execute Apple-N 
3. No new browser window
4. Close Download Window
5. Execute Apple-N
6. New browser window appears

Actual Results:  
It happened.
