Clicking on File/Edit/View, etc. on the secondary monitor opens up the pull down
menu on the primary monitor.

Reproducible: Always

Steps to Reproduce:
1.Start up Firefox on primary monitor
2.Drag it onto secondary monitor
3.Click on a menu item, like Bookmarks

Actual Results:  
Observe the pull down menu contents on the primary monitor

Expected Results:  
Opened up the pull down menu on the same monitor that Firefox is running on
(secondary one)
