Oops, I forgot to give some real explanation.
Well, the testcase should pretty much explain it all.
In the testcase, the 1px solid black outline should be just around this text,
not around the 20px red outline.

Outline wraps around the overflow area, right? So the real question is whether
outlines cause overflow, which we already have a bug on...
This is by design really. If we changed outline to not affect overflow, this
would go away.

I don't think there's any reason to describe the Firefox behavior as failing. The spec is intentionally very vague (see http://www.w3.org/TR/CSS21/ui.html#dynamic-outlines ) so that implementations can optimize outlines to be whatever is appropriate for focus outlines. (And, honestly, what happens with nested outlines shouldn't matter since that's not a use case for focus outlines.)
