287678 - In the Bookmarks dialog box, the toolbar icons get disabled incorrectly on first click

After selecting the 'Manage Bookmarks' menu item, the bookmakrs dialog appears.
When any bookmakr folder is clicked, the following 3 toolbar buttons are grayed
out - Move, properties & rename.

After this when other bookmarks and folders are clicked, the behvaior is as
expected.

For the 'Bookmarks Toolbar Folder' however the Delete button is also disabled
correctly 

because this folder cannot be deleted.


Reproducible: Always

Steps to Reproduce:
1. Goto Bookmarks > Manage Bookmarks ...
2. This will open the 'Bookmarks Manager' dialog with the root folder selected.
3. Click on any sub-folder. This should be your first click on a subfolder.
4. Toolbar icons - Move, properties & rename are disabled which should not be

Actual Results:  
Toolbar icons - Move, properties & rename are disabled


Expected Results:  
Handle the enabling and disabling of toolbar icons properly.
