download manager start's neither when launched from the tools menu nor when a
download is started, even if preferences are set that way...
the file is not downloaded either...

Reproducible: Always

Steps to Reproduce:
1.try to download a file
OR
try to open the download manager

Actual Results:  
the download manager didn't start as expected

Expected Results:  
the download manager should have started and the file should have been downloaded

Can you enter the URL javascript:navigator.plugins.refresh(true);void(0) and see
if that fixes your problem? If yes, this is Bug 180672.
