Details

The mirroring instructions don't mention how much disk space is required for the
mirror.  They probably should.  Are we ready to advertise the micro-mirror? 
That's probably be a good place to mention that, too.
The ftp-rsync hosts stopped syncing the micro-mirror tree during the last
release to free up slots on stage.  Let's get the rest of the primary mirrors
off of stage this week, resume syncing, and then post instructions.
