in the test page http://bieresbelges.free.fr/test.php you can see it's
impossible to scroll using the mouse wheel in the linux version, it works in the
windows version.

Steps to Reproduce:
1.go to http://bieresbelges.free.fr/test.php
2.try to scroll using the mouse wheel
3.

Actual Results:  
no scrolling

Expected Results:  
keep the same position

Is this a duplicate of <a
href="https://bugzilla.mozilla.org/show_bug.cgi?id=97283">97283</a>?

(I suspect not, as I thought 97823's fix had gone to release - possible regression?)
