Foreground Window/Window Order changes without user interaction when popups are
blocked.

Blocking Popups indicates that the user does not want any browser windows to 
be opened or for the browser to change the foreground or window order without 
specific user interaction.

Reproducible: Always

Steps to Reproduce:
1. Go to any main web page with multiple links to complex web pahes
2. Open multiple links in a new window before the first link 
   has had time to complete rendering 
3. Leave last opened link as the foreground window

Actual Results:  
As each background window completes rendering, the background window
is brought to the front.

Expected Results:  
The last opened window shjould remain the foreground window until
the user clicks on or otherwise selects another window.

This bug exists in Firefox 1.0.2 and 1.0.1 but not in the pre-release builds
