repro:
1.Open FF
2.Open bookmarks menu 
3.Choose a short list of bookmarks with no arrow at the top or bottom
4.Place the cursor in the list
5.scroll your mouse up and down

result: 
The bookmarks scroll 1 pixels up dan down

expected: 
Don't scroll if the is nothing to scroll
