Firefox does not honor TTL, updateBase, updateFrequency for RSS feeds.
RSS 2.0 specifies that a feed may specify TTL.
TTL, which stands for time to live, tells feed readers how long to check the RSS
feed.
Eg, TTL of 1440 tells feed readers to that the feed may only be read once every
1440 mins, which is a day.

Reproducible: Always

Steps to Reproduce:
1. Go to http://chuacw.ath.cx/chuacw
2. Add it as a live bookmark and subscribe to the RSS.
3. Notice that Firefox checks it every hour.
4. In addition, if Firefox is closed and started again, it checks the feed
again, without honoring the TTL.

Actual Results:  
1. Firefox checks the feed every hour.


Expected Results:  
1. Honor the RSS feed's TTL element.
