Would be nice to add an event for a specific timezone.

for example: i am in timezone GMT-7 but the meeting is dated
for the timezone GMT+5.

problems: europe switches one week before the USA into summer time.

Reproducible: Always

no its not the same as the bug 165963.
the same user should be able to add events with different kind
of timezones. For example i would like to add a meeting that is
in a different timezone.

The caldendar should then also consider that switching to summer
time differs from europe and the states.
Within that week the diference between timzone A (in USA) and timezone B
(europe) is +1.

I would agree that it's a dupe of the mentioned bug. If you read the comments, the proposed solution is actually to be able to set time zones to specific events like you're requesting, not entire calendars.

Marking as duplicate, but feel free to argue if I'm misunderstanding.
