How to change bugzilla interface to chinese on Linux

Build Identifier: 

1. I install bugzilla2.17.6 on Redhat8.0 and I set everything up.
2. I download Chinese language package from 
http://sourceforge.net/projects/bugzilla-cn/, and I copy it into 
var/www/html/bugzilla/template/.
3. I changed parameters of bugzilla: language and defaultlanguage as cn. 
Result: the system shows error message: 
Saving new parameters
New value for languages is invalid: You need to specify a language tag. 
Please hit back and try again. 
What the “You need to specify a language tag.�means? What I can do fix this 
problem? Anybody knows, please let me know. Thank you so much.
