I submitted a bug (#288126), read a comment (#3) and wanted to comment and also
change the bug status from UNCONFIRMED to NEW. I wasn't logged in, but still set
all flags and wrote the comment. Then, after pressing 'commit', I was presented
with a message that only the owner, submitter, or some other "empowered" user,
could change the bug status. Since I'm the submitter, I conclude that Bugzilla
checked the ACL before recording my login status and/or compared my login name
with the details of that bug. Another possible interpretation would be that the
message I got was no longer valid.

I guess you are not allowed to confirm bugs (you don't have 'canconfirm' privs).
This is the reason you got this error message. But this error message lets you
think you are allowed to do so, which is incorrect. It has been modified already
to reflect who really can confirm bugs, see bug 218771.

Sorry, that bug didn't turn up when I searched for it, and also... Bugzilla was
upgraded long ago, that other bug is old, and I still see the error message?!?
Anyway... I almost thought as much.
