It's impossible to use either the mouse wheel or the keyboard to scroll the page
given in the url field.

Reproducible: Always

Steps to Reproduce:
1. Go to the URL indicated above.
2. Try to scroll the page with the mouse wheel or the keyboard
Actual Results:  
No scrolling whatsoever.

Expected Results:  
The page should scroll normally.

The mousewheel works fine for all sorts of other pages.
