1-pixel borders generated with CSS cause 1-2 pixel overhangs in the corners.  It
happens on divs, spans, images, tables and about any other tag i can think of. 2
pixels and up are fine.  It isn't a big deal but it's unsightly.

Reproducible: Always

Steps to Reproduce:
1. define an element
2. create a style sheet for any class
3. add "border: 1px solid #000000;" or any color you wish

A nice clean border, one pixel wide, with no overhang
